History: | The feature was built in 1999. The reservoir is mostly in Henry County (the dam is in Spalding County), and is the responsibility of the Henry County Water & Sewer Authority, which originally named the feature Upper Towaliga Reservoir, but later changed that name to honor Ed L. Cole, a former member of the Board of Directors. Federal government policy does not allow the names of natural features plus reservoirs, canals, and channels to be named for living individuals, and therefore, the official name remains Upper Towaliga Reservoir. |
